Overview

Welcome to this second public consultation event for the delivery of the final block of the Pennywell Masterplan. This project is the final phase of the wider Pennywell Regeneration Masterplan which has been ongoing for over 10 years.

The Masterplan has delivered new mixed tenure housing and delivered new community buildings which include The Macmillan Hub (adjacent to the development site) a mixed-use community space offering a new home for the library, an early years centre and café facilities together with an enhanced art space for North Edinburgh Arts and social homes.

The site of this development is currently occupied by the vacant Muirhouse Shopping Centre which is due for demolition. The site is bounded to the east by Pennywell Road where a new active travel corridor is being considered.

The new Macmillan Hub is located to the west of the site with Macmillan Square to the north, creating the opportunity to complete the southern edge of the square and transform the existing public realm to create a meaningful and vibrant external space for events and community use.

A “Proposal of Application Notice” has been submitted to The City of Edinburgh Council to commence the pre-application consultation process. The proposals for this scheme are for ‘a mixed-use development comprising between 85 to 95 new Council homes with potential for commercial unit(s) on the ground floor, along with associated site development, landscaping, open space, access, drainage and servicing and other external works.’ This is the second of two planned pre-application consultation events.

The purpose of this second event is to present the developed version of the proposal since the first event. This consultation is taking place in advance of the submission of a full planning application to The City of Edinburgh Council.

What are the community benefits of this project?

Provision of 100% social housing in line with the original masterplan aspirations and refresh of design for MacMillan Square and completion of this element.

How much car parking will be provided?

The project will deliver approximately 9 new unallocated accessible spaces and up to 10 standard parking bays. Existing bays along Muirhouse Avenue North and Pennywell Road will be retained and repaired where necessary.

Does this project take cognisance of the proposals for the creation of an active travel corridor along Pennywell Road?

The project team are liaising with the CEC team who are working on emerging proposals for an active travel corridor on Pennywell Road to ensure that these proposals reflect the access requirements to our proposed development.

What is the proposed timeline for this?

The current intention is for the planning application to be submitted in January 2025. In advance of this, two public community consultations will be held as part of the pre-application process, of which this event is the second.

What are the next steps?

It is important to us that we gather valuable feedback and suggestions though this consultation process and meetings with stakeholders. This will inform the next stages of the design and planning process, prior to the submission of a Planning Permission in Principle application.
