The report (below) advising on the outcome of the statutory consultation carried out for the proposal to close Panmure St. Ann's Special School was considered at the full Council meeting on 29 June at the City Chambers. Councillors took a decision to approve the closure of Panmure St Ann’s Special School with effect from 30 June 2017.
Next steps in the Schools (Consultation) (Scotland) Act 2010
Edinburgh City Council has notified Scottish Ministers of the decision to close Panmure St Ann’s Special School and provided copies of the proposal paper and the consultation report.
As is required under the terms of the Schools (Consultation) (Scotland) Act 2010, a 3-week period must be allowed from the date of Edinburgh City Council’s decision to proceed with closure, to allow for anyone to make a representation to Ministers requesting that the decision is called in – or not called in - by them.
In terms of Edinburgh City Council’s decision, that period expires on Wednesday, 19th July 2017. (However, as Edinburgh City Council has published a date of Thursday, 20th July for representations, exceptionally Scottish Ministers will accept representations up to that date).
Making representations to Scottish Ministers
Representations must only be submitted by:
Email: schoolclosure@gov.scot or
By post to:
The Scottish Government, School Infrastructure Unit, 2A (South), Victoria Quay, Edinburgh, EH6 6QQ.
Scottish Ministers’ call-in
A maximum of 5 weeks is then allowed for Ministers to consider the details of your consultation documents and representations – if any are received – and reach a decision on whether or not to call in the closure decision for further investigation.
In this case, that period expires on Wednesday, 23rd August 2017.
Edinburgh City Council cannot implement the closure decision (either in full or in part) until Ministers have reached a final decision on the case.
Scottish Ministers’ decision
Edinburgh City Council will be notified of Scottish Ministers’ decision by Wednesday, 23rd August 2017.
An electronic version of the notification letter will be published on the Scottish Government website and can be accessed using the link below.
